The agency system maps external agencies (GDS agency) to internal ones in a n-1 relation as GDS agencies of several GDS are pointing to the same operator agency.
The GDS agency is set in the StringMessage on top level as it is a routing-dependent information. The operator system will likely do the mapping to the internal agency before extracting the payload message and has to pass it along with the payload processing. The AgencyId in the payload is unverified by the GDS and should be set by the operator only.
